The research included review of available literature, an overview of the types of programs used by most State highway agencies in the U.S., and detailed investigations of three actual State programs chosen to be representative of the different approaches. Based on the results of the investigation, a model aggregate gradation control program is developed. The program centers around the concept of quality control by the contractor and quality assurance by the State as a means not only of achieving cost economy but also of minimizing the potential liability of the State with respect to nonconforming materials. The program also incorporates the concept of point of use testing and allowances for testing error and the statistical variations of aggregate gradation. The application of the model program is illustrated in Appendix A.
