Migration from and within Africa, just like migration elsewhere in the world, often generates anti-immigrant sentiment and ignites heated public debate about the migration policies of the destination countries. These countries include South Africa as well as others outside the continent. The countries of origin are also keen to minimize losses through "brain drain" and to capture resources such as remittances. Increasingly, international organizations and human rights advocates have stressed the need to protect the interests of migrants themselves. However, while the UNDP's 2009 Human Development Report talks of "win-win-win" solutions, in practice it is the perceived interests of destination countries that enjoy the greatest attention, while the rights of migrants themselves are afforded the least. Yet migration is not just an issue in itself: it also points to structural inequalities between countries and regions. Managing migration and protecting migrants is too limited an agenda. Activists and policymakers must also address these inequalities directly to ensure that people can pursue their fundamental human rights whether they move or stay. It is not enough to measure development only in terms of progress at the national level: development must also be measured in terms of reductions in the gross levels of inequality that now determine differential rights on the basis of accident of birth.

The ‘migration-development’ nexus has emerged as an important area of both research and policy over the last ten years. However, most of the interest has focused on the potential that migration holds for poverty alleviation. Relatively little attention has been paid to the relationship between migration and inequality, particularly on inequality as a consequence of migration. This is unfortunate, given that inequality is emerging as an important area of inquiry within development studies. This edited collection explores the relationship between migration and inequality in Africa, Asia and Latin America by taking into account economic and social inequalities. While the focus on inequality as opposed to poverty is in itself original, the book offers additional points of interest. First, it combines chapters on internal and international migration, thereby challenging the current focus in the migration literature that focuses almost exclusively on cross-border migration. Internal migration greatly outnumbers cross-border moves. Yet policy-makers as well as most studies focus on cross-border international migration. We are only just beginning to unravel the relationship between internal and cross-border migration. Second, the theme of inequality complements the existing focus in the migration-development nexus on issues of poverty. Third, the chapters focus on both economic and social inequalities, often combining an analysis of different types of inequalities. Building on global interest in migration development, the volume draws attention to one of the most important migration systems in sub-Saharan Africa. It reviews South Africa’s approach to international migration in the post-apartheid period from a regional development perspective, highlighting key policy issues, debates, and consequences. First, by offering options to those affected by conflict and crises in a region that has limited formal disaster management and social protection systems. In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.
