"Congress has played a significant role in the Department of Defense’s acquisition reform through its approval of annual bills critical to DoD operations, the National Defense Authorization Act (NDAA) and the Defense Appropriations Act. However, legislative acquisition reform has become an annual trend in recent years. There have been several specific legislative acquisition reforms that initially appear as benefiting the DoD, however, when looking into it further, additional research would be needed to find evidence of benefits, whether these benefits can be realized yet after implementation, or whether the follow on legislation created more disturbance within the DoD trying to accommodate Congress’s vision. Even if these reforms prove beneficial, a strategic pause from further legislative acquisition reform could amplify these tools as well as allow for the DoD time to catch up and determine if internal changes, such as doing a better job measuring key metrics on programs, can strengthen the acquisition process further rather than require additional congressional involvement, oversight, or massive overhaul of the organization. Continued legislative reform will not solve the challenge of the DoD’s acquisition process of adapting to the changing procurement environment as technology advances, private industry grows, and the need for systems more quickly fill in defense capability gaps. By offering policies that provide tailored processes to procure items, the DoD should lead the way for acquisition reform rather than Congress to ensure DoD executes acquisitions consistently with defense priorities and empower more commitment from the acquisition workforce to acquire these systems faster within the required framework."--Abstract.

We are pleased to be here today to discuss issues facing the Department of Defense (DOD) in its acquisition of weapon systems, related spare parts, and other goods and services. In response to the many changes that have been witnessed in the defense acquisition environment over the last few years, DOD has begun broad-based changes to its acquisition and contracting processes. However, weapon programs continue to have questionable requirements; unrealistic cost, schedule, and performance estimates; and strategies that begin production before adequate testing has been completed. This discussion of acquisition issues is well-timed, as DOD implements plans to increase its procurement budget to $60 billion in fiscal year 2001-a 40-percent increase over last fiscal year's budget. My testimony focuses on a different approach to improving weapon acquisition outcomes based on best commercial practices and an understanding of the acquisition culture. My testimony also includes some observations on (1) DOD'S management of its acquisition workforce and organization, (2) DOD'S experience with commercial pricing of spare parts, (3) the effectiveness of DOD'S mentor-protege pilot program, and (4) federal agencies' use of multiple award task- and delivery-order contracts.
