This publication supersedes GAO-04-218G Acquisition/Financial Systems Interface Requirements: Checklist for Reviewing Systems under the Federal Financial Management Improvement Act (Exposure Draft), December 2003. The Federal Financial Management Improvement Act of 1996 (FFMIA) requires that agencies implement and maintain financial management systems that substantially comply with federal financial management system requirements. These requirements are described in detail in the Office of Management and Budget's (OMB) guidance and in the Federal Financial Management System Requirements series issued by the Joint Financial Management Improvement Program (JFMIP). JFMIP intends for its requirements series to promote understanding of key financial management systems concepts and requirements, to provide a framework for establishing integrated financial management systems that support program and financial managers, and to describe specific requirements of financial management systems. This checklist reflects JFMIP's Acquisition/Financial Systems Interface Requirements (JFMIP-SR-02-02, June 2002), a publication that addresses the shared information requirements between federal financial and acquisition management systems. We are issuing this checklist to assist (1) agencies in planning, implementing, and monitoring their federal financial and acquisition management systems and (2) managers and auditors in reviewing their federal financial and acquisition management systems interfaces to determine if they substantially comply with FFMIA.

The Joint Financial Management Improvement Program (JFMIP) is a joint undertaking of the U.S. Department of the Treasury, General Accounting Office (GAO), Office of Management and Budget (0MB), and Office of Personnel Management (OPM), working in cooperation with one another, with other agencies, and with the private sector, to improve financial management in the Federal government. The program was given statutory authorization in the Budget and Accounting Procedures Act of 1950 (31 U.S.C. 65). The program promotes strategies and sponsors projects to improve financial management across the Federal government, participates in the financial management activities of central policy organizations, and facilitates the sharing of information about good financial management practices. Information sharing is accomplished through conferences and other educational events, newsletters, meetings with interagency groups and agency personnel, and the Internet.
