The Sutherland Inquiry, (HCP 62, session 2008-09, ISBN 9780102958393), is an independent inquiry remitted by the Office of the Qualifications and Examinations Regulator (Ofqual) and the Secretary of State for Children, Schools and Families, into the delivery of the National Curriculum tests in 2008. In July 2008, 1.2 million pupils heard that their National Curriculum test results would be delayed. The test delivery service represented a failure in customer delivery service, to the pupils, schools and also the markers upon whom the National Curriculum testing regime relies. The primary responsibility must therefore rest with the American organisation, ETS Global BV (ETS), which won the public contract to deliver the tests and failed its customers. This report examines how this organisation secured the contract, what its plans were, and why its systems and process as a whole were not properly tested. The report will also describe how ETS's systems failed during the test delivery process. There was also a failure on the part of the Government's Non-Departmental Public Body, the Qualifications and Curriculum Authority to deliver its remit. The report also sets out the procurement process that QCA used to select its delivery supplier, ETS, and how it managed the contract. The report sets out a number of recommendations on how test delivery can improve in future years, and has set out a number of key priorities, including: that the delivery process of the National Curriculum tests should be modernised and improved, in consultation with the marking community, including piloting online marking; that whatever process is used should be thoroughly piloted and project managed to ensure schools and pupils get their results on time; that the customer service provided to markers must be vastly improved to ensure that they are properly supported and are able to access up-to-date information.

Basic skills tests (based on the National Standards for adult basic skills) were carried out between June 2002 and May 2003, on a sample of over eight thousand adults normally resident in England. The tests were combined with a background questionnaire (social survey). This report provides many detailed statistics but some of the the main findings are noted below. 44 per cent of the respondents achieved Level 2 or above in the literacy assessment, but 16 per cent were classified at Entry level 3. In the numeracy test, 25 per cent achieved Level 2 or above, but 47 per cent were classified at Entry level 3 or below. Overall, 47 per cent were classified at Entry level 3 or below, in either literacy or numeracy, and only 18 per cent achieved Level 2 or above for both literacy and numeracy.

This report examines three overarching issues: the impact of the growth of house-building targets; what sort of homes should be built; and where these homes should be built. The Committee on Climate Change should assess the impact of the Government's new house-building targets for three million new homes by 2020 on the UK's 2020 carbon reduction target. In light of the latest economic projections, fundamental changes in the mortgage market, and falling house prices, the Government should review the assumptions on which its target is based. And the target for 2 million new homes to be built before the zero carbon target comes into effect in 2016, with a further 1 million to be built afterwards, should change to increase significantly the proportion built afterwards. Zero carbon homes must source their heat and power from renewable sources. Ideally these will come from on-site renewable power generation; where this is impractical, off-site renewables should be built or funded. The Government should ensure that an excess of land is not made available to developers, something which is already leading to greenfield sites being developed in preference to brownfield sites. The Government should urgently reintroduce a clear sequential test in favour of brownfield development into planning policy. Greater emphasis ought to be placed on energy efficiency and sustainability within the building control regime that inspects new housing. The Government should consider introducing higher penalties for developers who fail to meet energy efficiency standards. The same environmental tests used for eco-towns should be applied to all major housing developments from 2016. The Government should re-examine eco-town proposals, to ensure they have good public transport links, and are located close to commercial centres and employment opportunities.
