This report summarizes progress made in Phase 1 of the GIS-based Accident Location and Analysis System (GIS-ALAS) project. The GIS-ALAS project builds on several longstanding efforts by the Iowa Department of Transportation (DOT), law enforcement agencies, Iowa State University, and several other entities to create a locationally-referenced highway accident database for Iowa. Most notable of these efforts is the Iowa DOT’s development of a PC-based accident location and analysis system (PC-ALAS), a system that has been well received by users since it was introduced in 1989. With its pull-down menu structure, PC-ALAS is more portable and user-friendly than its mainframe predecessor. Users can obtain accident statistics for locations during specified time periods. Searches may be refined to identify accidents of specific types or involving drivers with certain characteristics. Output can be viewed on a computer screen, sent to a file, or printed using pre-defined formats.

The name Access-ALAS is derived from two sources. The first source is the Microsoft Access software used to perform the analysis of the crash data. The second source is ALAS (Accident Location and Analysis System), which originates from the Iowa Department of Transportation mainframe program and the personal computer version (PC-ALAS) which replaced the original mainframe version. Access-ALAS has a wide range of possible uses. Access-ALAS can simply provide the number of crashes that occurred at an intersection, at any pre-defined point (identified by a Node number), between any given mileposts or milepoints, along a given section of roadway, in an incorporated town, in a county, or in the rural and unincorporated area of a county. Access-ALAS also provides an in-depth, detailed analysis using such elements as: location of crash, day-of-week, time-of-day, seat belt usage, contributing circumstances, date of crash, age of driver, number of vehicles involved in the crash, blood-alcohol content, type of vehicle, weather, light conditions, road conditions, severity of injuries, number of fatalities, special periods of the year, and pedestrian injuries, among others.

Human error is implicated in nearly all aviation accidents, yet most investigation and prevention programs are not designed around any theoretical framework of human error.
