Racially and economically segregated schools across the United States have hosted many interventions from commercial digital education technology (edtech) companies who promise their products will rectify the failures of public education. Edtech's benefits are not only trumpeted by industry promoters and evangelists but also vigorously pursued by experts, educators, students, and teachers. Why, then, has edtech yet to make good on its promises? In Access Is Capture, Roderic N. Crooks investigates how edtech functions in Los Angeles public schools that exclusively serve Latinx and Black communities. These so-called urban schools are sites of intense, ongoing technological transformation, where the tantalizing possibilities of access to computing meet the realities of structural inequality. Crooks shows how data-intensive edtech delivers value to privileged individuals and commercial organizations but never to the communities that hope to share in the benefits. He persuasively argues that data-drivenness ultimately enjoins the public to participate in a racial project marked by the extraction of capital from minoritized communities to enrich the tech sector.

Reading canonical works of the nineteenth century through the modern transformation of human–animal relations From Audubon’s still-life watercolors to Muybridge’s trip-wire locomotion studies, from Melville’s epic chases to Poe’s detective hunts, the nineteenth century witnessed a surge of artistic, literary, and scientific treatments that sought to “capture” the truth of animals at the historical moment when animals were receding from everyday view. In Capture, Antoine Traisnel reveals how the drive to contain and record disappearing animals was a central feature and organizing pursuit of the nineteenth-century U.S. cultural canon. Capture offers a critical genealogy of the dominant representation of animals as elusive, precarious, and endangered that came to circulate widely in the nineteenth century. Traisnel argues that “capture” is deeply continuous with the projects of white settler colonialism and the biocapitalist management of nonhuman and human populations, demonstrating that the desire to capture animals in representation responded to and normalized the systemic disappearance of animals effected by unprecedented changes in the land, the rise of mass slaughter, and the new awareness of species extinction. Tracking the prototyping of biopolitical governance and capitalist modes of control, Traisnel theorizes capture as a regime of vision by which animals came to be seen, over the course of the nineteenth century, as at once unknowable and yet understood in advance—a frame by which we continue to encounter animals today.

Under the terms of the Chinese Immigration Act of 1885, Canada implemented a vast protocol for acquiring detailed personal information about Chinese migrants. Among the bewildering array of state documents used in this effort were CI 9s: issued from 1885 to 1953, they included date of birth, place of residence, occupation, identifying marks, known associates, and, significantly, identification photographs. The originals were transferred to microfilm and destroyed in 1963; more than 41,000 grainy reproductions of CI 9s remain. Lily Cho explores how the CI 9s functioned as a form of surveillance and a process of mass capture that produced non-citizens, revealing the surprising dynamism of non-citizenship constantly regulated and monitored, made and remade, by an anxious state. The first mass use of identification photography in Canada, they make up the largest archive of images of Chinese migrants in the country, including people who stood no chance of being photographed otherwise. But CI 9s generated far more information than could be processed, and there is nothing straightforward about the knowledge that they purported to contain. Cho finds traces of alternate forms of kinship in the archive as well as evidence of the ways that families were separated. In attending to the particularities of these images and documents, Mass Capture uncovers the alternative story that lies in the refusals and resistances enacted by the mass captured. Illustrated with painstakingly reconstituted digital reproductions of the microfilm record, Mass Capture reclaims the CI 9s as more than documents of racist repression, suggesting the possibilities for beauty and dignity in the archive, for captivation as well as capture.

In packet radio environments, where users are independent and bursty, the deployment of Random Access transmission Algorithms, (RAAs), is recommendable. Those algorithms are implemented by each user independently, they are insensitive to changing user population, and they induce low delays. Several such algorithms have been proposed, and generally analyzed in idealistic, (noiseless and with no propagation delays), environments, and subject to the assumptions that when simultaneous transmission is then necessary, and that a single transmission is involved packets is lost and retransmission is then necessary, and that a single transmission is always received correctly. In realistic packet radio environments, however, several phenomena occur. Specifically, atmospheric noise, forward propagation delays, and multipath fading are present. Due to the atmospheric noise and the multipath fading, single transmissions are not always received correctly by the receiver. In addition, the differential forward propagation delays may be used beneficially, to allow locking in and thus capture of some packet, when simultaneous transmissions occur.
