The toppling of monuments globally in the last few years has highlighted the potency of monuments as dynamic and affectively loaded participants in society. In the context of Ottawa, Canada’s capital city, monuments inspire colonial and imperial nostalgia, compelling visitors to consistently re-imagine Canada as a white, Anglophone nation, built through the labour of white men: politicians, soldiers, and businessmen. At the same time, Ottawa monuments allow for dominant affective relationships to the nation to be challenged, demonstrated through subtle and explicit forms of defacement and other interactions that compel us to remember colonial violence, pacifism, violence against women, racisms. Organized as a series of walking tours throughout Ottawa, the chapters in Tours Inside the Snow Globe demonstrate the affective capacities of monuments and highlight how these monuments have ongoing relationships with their sites, the city, other monuments, and local, deliberate, national, and casual communities of users. The tours focus on the lives of a monument to an unnamed Indigenous scout, the National War Memorial, Enclave: the Women’s Monument, and the Canadian Tribute to Human Rights. Two of the tours offer analyses of the ambivalent representations of women and Indigeneity in Ottawa’s statue landscape.

In a public-private partnership, or P3, a private, for-profit corporation assumes control over the design, construction, financing and operation of public infrastructure and services. P3s have been used in Canada since the early 1990s, but they are now so common that they have become the standard way in which multimillion-dollar projects and services are delivered across the country. There are now more than two hundred P3 projects in this country, with contract lengths from twenty to ninety-nine years. The problem? P3s fundamentally transform public infrastructure, public services, labour relations, public sectors and the everyday lives of Canadians. While contracting out services is supposed to save money, P3s often cost more in the long run and are host to poor working conditions and confidentiality and accountability issues. And in the end, it is us, the public, who foots the bill for these increasing costs, essentially subsidizing corporate investments for services that our governments used to provide.

The time is ripe to revisit Canada's past and redress its historical wrongs. Yet in our urgency to imagine roads to reconciliation with Indigenous peoples, it is important to keep in sight the many other forms of diversity that Canadian federalism has historically been designed to accommodate or could also reflect more effectively. Canadian Federalism and Its Future brings together international experts to assess four fundamental institutions: bicameralism, the judiciary as arbiter of the federal deal, the electoral system and party politics, and intergovernmental relations.
