This thesis studies user involvement in the Military Construction Program (MCP) Facility Acquisition Process. Written due to a lack of information on the subject of user involvement, it is intended to measure how well the user understands his role in the MCP process and the actual level of user involvement in the MCP programming and design phases. The study also examines whether or not a relationship exists between level of user involvement and degree of change required on MCP projects. The study surveyed users who had participated in the MCP process to measure their understanding of their role and level of involvement in the process. Research findings indicate that users have a degree of understanding of and involvement in the MCP process that falls somewhere between an adequate degree and a high degree. There were certain areas where a need for improved user understanding was indicated. The study found no relationship existed between level of user involvement in the MCP process and degree of change on MCP projects.

Masters Theses in the Pure and Applied Sciences was first conceived, published, and disseminated by the Center for Information and Numerical Data Analysis and Synthesis (CINDAS) * at Purdue University in 1957, starting its coverage of theses with the academic year 1955. Beginning with Volume 13, the printing and dissemination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thougtit that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all con cerned if the printing and distribution of the volumes were handled by an interna tional publishing house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Cor poration of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 31 (thesis year 1986) a total of 11 ,480 theses titles trom 24 Canadian and 182 United States universities. We are sure that this broader base tor these titles reported will greatly enhance the value ot this important annual reterence work. While Volume 31 reports theses submitted in 1986, on occasion, certain univer sities do re port theses submitted in previousyears but not reported at the time.

In recent years, Air Force senior Leadership has become concerned with the use of the conventional design-bid-construct acquisition process for Military Construction Program (MILCON) projects. The process is slow and often very expensive. In an effort to improve the MILCON process, the Air Force has been testing the design/build acquisition method. This case study examines the design/build method used by three private sector contracting firms, and looks at the results of the application of the design/build method to two Air Force MILCON projects. The research objectives were to study the steps involved in the design/build methods used in the private sector and compare them to the method used by the Air Force and to determine if the method was effective if reducing the time and costs required for MILCON projects. The results showed that the design/build method used by private sector firms is effective in reducing the time required to construct a facility. However, the cost of constructing a facility using design/build can actually be higher than if it were built using the conventional method.
