The answer is that one of the great British parties in politics had instigated, approved, and financed the formation of an Irish Volunteer force during the two preceding years, and the other party, to put it mildly, did not find itself terribly distressed by that proceeding. Inspired by the American Revolution, the Irish began forming armed and uniformed volunteer groups under the guise of serving their communities. As the movement grew, they became more outspoken against English policies in Ireland, especially trade restrictions and high tarriffs. They refused to use English goods, and in 1779 succeeded in getting the House of Commons to pass a resolution in favor of free trade for Ireland. In 1780 the local volunteers decided to band together in a national organization. James Caulfield, Earl of Charlemont, was elected commander. In 1782 delegates met in the church of Dungannon, County Tyrone. There they passed resolutions to restore free trade, to give rights to bear arms, to appoint independent judges, and to seek reddress. A committeee of 4 members from each county was instructed to call a general meeting within 12 months.
