This 2018 Article IV Consultation highlights that the Bangladesh economy continues to perform well with robust and stable growth. The strong growth comes with stable inflation, moderate public debt, and greater resilience to external shocks. The country continues to make steady progress in reducing poverty and improving social indicators. Real GDP growth in FY2017 (ending September 30) further accelerated to 7.3 percent from 7.1 percent in the previous fiscal year. The macroeconomic situation is expected to remain robust in FY2018. Growth is projected at about 7 percent with strong domestic demand. Inflation is expected to remain below 6 percent, close to Bangladesh Bank’s target as flood-related pressure on food prices eases with the rice harvest recovery.

Both Bangladesh and Niger are among the world's poorest countries, while both incidentally have some of the highest rates of child brides. While technically illegal, child marriage is culturally significant and has continued to be prevalent in Bangladesh and Niger. With 76 percent of girls married before they turn eighteen, Niger has the highest rate of child brides in the world. Poverty is a driving factor for many families in Niger to marry girls. In Bangladesh, where 52 percent of girls are married before they turn eighteen, sociocultural norms are a key motivating influence. This paper analyzes the economic motivation behind marrying girls, explains the cyclical role of education, and examines the health-related consequences. Finally, it will provide a brief overview of some solutions that can be utilized to combat this problem.

Bangladesh is committed to achieving universal health coverage (UHC) by 2032; to this end, the government of Bangladesh is exploring policy options to increase fiscal space for health and expand coverage while improving service quality and availability. Despite Bangladesh’s impressive strides in improving its economic and social development outcomes, the government still confronts health financing and service delivery challenges. In its review of the health system, this study highlights the limited fiscal space for implementing UHC in Bangladesh, particularly given low public spending for health and high out-of-pocket expenditure. The crisis in the country’s human resources for health (HRH) compounds public health service delivery inefficiencies. As the government explores options to finance its UHC plan, it must recognize that reform of its service delivery system with particular focus on HRH has to be the centerpiece of any policy initiative.
