This report identifies the various components of Virginia's computerized crash records systems and explains how these components process crash data. Emphasis has been placed on recording information that was previously not documented. Most of the statewide systems were studied in late 1994, and most of the local systems were studied in early 1995. The scope has been limited to systems that capture, store, and report data on traffic crashes. Statewide systems include those of the Department of Motor Vehicles (DMV), the Department of Transportation (VDOT), the Department of State Police (VSP), the Commission on the Virginia Alcohol Safety Action Program (VASAP), the Office of Emergency Medical Services (OEMS), the Department of Education (DOE), and the Department of Corrections (DOC). Local users such as planning district commissions, a traffic engineering department, and certain representative local law enforcement agencies were also included in the study. Representatives from statewide and local agencies were interviewed concerning how their respective systems processed crash data. Computer printouts, data dictionaries, and other agency-generated information were used in conjunction with the interviews to synthesize descriptions of how data are processed. Virginia's computerized crash records are analyzed from several perspectives. These include the diversity of crash data users and providers, the need for access to crash data, existing documentation of database capabilities, coordination among agencies, sources of duplication of effort, the methods used to collect data, and linkage opportunities. In light of this discussion, recommendations are made to improve crash data utility, accessibility, and accuracy.

This study was conducted for the Highway Safety Division of Virginia in cooperation with the Traffic Records Information System Project initiated by the Governor's Secretary of Transportation and Public Safety, Wayne A. Whitham. The objective is the definition and description of the information requirements of the Highway Safety Division which may lead to the design and implementation of a State Traffic Records Information System fully meeting the needs of the Safety Division. Summary of findings: (1) Currently, the Commonwealth of Virginia cannot meet all of the traffic records requirements stipulated in Highway Safety Program Standard 4.4.10 Traffic Records. (2) Failure of the Commonwealth to implement a complete and comprehensive traffic records system as described in Highway Safety Standard 4.4.10 Traffic Records could result in an annual loss to Virginia of approximately $18 million in federal funds. (3) Individual record information is required by the Highway Safety Division for use in special studies to identify and evaluate the interaction of driver, vehicle, accident, and roadway information. (4) Summaries and tabulations of fundamental characteristics within the traffic safety environment are required by the Highway Safety Division. These fundamental characteristics are sought for the driver, vehicle, roadway, accident, emergency medical services, traffic law enforcement and adjudication, and driver education.

The Virginia Department of Transportation's (VDOT's) project development process (PDP) directs how construction projects are developed. The purpose of this study was to evaluate the manner in which operations is currently considered throughout the PDP and to identify opportunities to expand and enhance the consideration of operations such that the outcome is a more efficient and effective roadway system. The term operations refers to the safe, efficient, and effective movement of traffic on the highway system. Overall, the PDP is working well with regard to addressing traffic engineering issues. The project team process is valuable in reviewing and developing plans. Although there is some variety in the manner in which TE staff participates in the PDP across regions, there is consensus that the process is most effective when TE staff members are involved regularly and throughout the process. A blend of flexibility to account for the uniqueness of projects and project teams and consistency in the application of the basics of the PDP is important. Communication among all PDP team members is a critical component of the process. The resolution of recommendations brought by any team member needs be documented and disseminated to all team members. Checklists used to ensure that all issues have been addressed are not currently universally employed but are considered valuable in instances where team members are new to the process or the team desires the additional structure checklists provide. Clear procedures for dispute resolution are needed to improve the PDP process when consensus cannot be reached on recommendations. Recommendations are offered for improving the operations aspect of the PDP, including providing a description of role and responsibilities of the TE staff in the PDP, providing guidance as to who has responsibility and accountability for TE and safety-related items in the plans, reviewing the process for establishing a schedule and budget to make certain that adequate time is provided for project development and reviews with a focus on program management, and examining the opportunity to begin the PDP concurrent with the end of the planning process.
