This is the report of a review undertaken in response to the apparent decline in the state of the boxing industry in Ontario over the past three or four decades. It first sets out the context of the governance & regulation of professional boxing in the province and summarizes the review methodology, which included receipt of submissions from interested parties and meetings with such stakeholders as boxers, the media, promoters, and officials from boxing or athletic commissions. Results of the review are presented & discussed under four broad themes: the economics of the boxing industry, including competition from other jurisdictions for professional bouts; the market for boxing in Ontario, including amateur boxing; the effectiveness of the regulatory regime; and health & safety of boxers. Recommendations are made throughout to address issues of concern and to help strengthen the industry & ensure safety in boxing.
