A nuclear weapon or a significant quantity of special nuclear material (SNM) would be of great value to a terrorist or other adversary. It might have particular value if acquired from a U.S. facility-in addition to acquiring a highly destructive tool, the adversary would demonstrate an inability of the United States to protect its nuclear assets. The United States expends considerable resources toward maintaining effective security at facilities that house its nuclear assets. However, particularly in a budget-constrained environment, it is essential that these assets are also secured efficiently, meaning at reasonable cost and imposing minimal burdens on the primary missions of the organizations that operate U.S. nuclear facilities. It is in this context that the U.S. Congress directed the National Nuclear Security Administration (NNSA)-a semi-autonomous agency in the U.S. Department of Energy (DOE) responsible for securing nuclear weapons and significant quantities of SNM-asked the National Academies for advice on augmenting its security approach, particularly on the applicability of quantitative and other risk-based approaches for securing its facilities. In carrying out its charge, the committee has focused on what actions NNSA could take to make its security approach more effective and efficient. The committee concluded that the solution to balancing cost, security, and operations at facilities in the nuclear weapons complex is not to assess security risks more quantitatively or more precisely. This is primarily because there is no comprehensive analytical basis for defining the attack strategies that a malicious, creative, and deliberate adversary might employ or the probabilities associated with them. However, using structured thinking processes and techniques to characterize security risk could improve NNSA's understanding of security vulnerabilities and guide more effective resource allocation.

In the late 1990s, a number of incidents at nuclear weapons facilities highlighted important security weaknesses at the Department of Energy (DOE).1 To address these weaknesses, DOE has developed numerous initiatives to improve nuclear security. The initiatives cover a broad range of security areas physical security, personnel security, information security, cyber security, and counterintelligence. Some of these initiatives require the creation of new offices and new policies, while others require the development of programs and processes meant to address specific weaknesses. In addition, the Congress sought to improve nuclear security by creating the National Nuclear Security Administration (NNSA) on March 1, 2000, as a separately organized agency within DOE. As a result of the September 11, 2001, terrorist attacks, improving security has taken on a higher priority given the sensitivity and hazards of the work that DOE and NNSA perform.

In this report the General Accounting Office (GAO) provides its observations on the Department of Energy's (DOE) and the National Nuclear Security Administration's (NNSA) security programs to protect against theft, sabotage, espionage, terrorism, and other risks to national security at its facilities. Congress established NNSA on March 1, 2000, as a semi-autonomous agency within DOE with responsibility for the nation's nuclear weapons, nuclear nonproliferation activities, and naval reactors programs. NNSA was established to correct long-standing management and security problems at DOE's nuclear facilities. GAO's testimony focuses on (1) oversight of safeguards and security programs at DOE and (2) security issues with NNSA. This testimony is based on GAO's numerous reviews of security at DOE--in particular, GAO's recently issued report to the full Committee entitled "Improvements Needed in DOE's Safeguards and Security Oversight" --and testimony presented earlier this month before the House Armed Services Special Oversight Panel on Department of Energy Reorganization. Sound management and independent oversight of security at DOE's nuclear facilities is critical to ensure that security problems are identified, raised to the attention of the highest levels in DOE, and corrected. DOE has recently made a number of improvements to its security oversight. However, GAO's February report to the Committee discussed several areas where security oversight could be further strengthened.

The 9/11 terrorist attacks raised concerns about the security of Dept. of Energy¿s (DoE) sites with weapons-grade nuclear material, known as Category I Special Nuclear Material (SNM).
