This report details the research done to review and update components of the VDOT cash flow forecasting model. Specifically, the study updated the monthly factors submodel used to predict payments on construction contracts. For the other submodel reviewed in this study, the research culminated in the formulation of a new forecasting technique for maintenance expenditures. The report is divided into three sections. The research undertaken to update the "Z-Vectors" of the monthly factors submodel and how these new vectors may be used for forecasting purposes is presented in the fust section. The development of a new model for predicting maintenance expenditures is documented in the second section ofthe report. How this new forecasting procedure is used is also explained in this section. Finally, recommendations are suggested to improve the Virginia Department of Transportation's cash flow forecasting techniques

The Virginia Department of Transportation uses a cash flow forecasting model to predict operations expenditures by month. Components of this general forecasting model estimate line items in the VDOT budget. The cash flow model was developed in the early 1980's and has not been updated since 1988. This project involved reviewing and updating several components of the cash flow model, namely, the monthly factors submodel used to predict monthly payments to construction contracts, and the maintenance expenditures submodel, used to predict maintenance payments. The project produced an update of the monthly factors submodel by, for the most part, following the same basic methodology used in the development of the general cash flow model. A chart of the new monthly factors parameters is in the appendix. The authors employed a new approach to formulate a forecasting model to estimate maintenance expenditures. The resulting forecasting model is on page 11. The authors will work in conjunction with Financial Planning and Debt Management staff in the coming months to evaluate the forecasting methods suggested by the update.

The research on which this report is based was performed as part of a study to develop an improved system for generating a two-year forecast of monthly cash flows for the Virginia Department of Highways and Transportation. It revealed that current techniques used by the Department to forecast right-of-way payments, salaries and wages, and allocations to cities, counties, other state agencies, and transit properties require no change. On the other hand, it showed that forecasts of expenditures on materials, supplies and equipment, and maintenance contracts have overestimated actual cash outlays by significant margins. In addition, this research revealed that success in forecasting federal revenue reimbursements is, at best, likely to be spotty and that forecasts typically will be overly optimistic. For state revenues, official forecast approved by the Office of the Secretary of Transportation necessarily serve as the basis of the official cash forecast; nevertheless a technique is proposed for early identification of significant changes in state revenue collections. The use of techniques derived from this research in a December 1983 forecast of cash flows for January Through July 1984 showed that the estimated cash balance for the end of the period was within $4.0 million of the actual balance. Among the major recommendations are that it may be reasonable to establish cash balances at contingency levels consistent with the expected excess of expenditures over revenues for the months of July through October.
