Excerpt from A Proposal for the Establishment of the Kalaupapa National Historical Preserve: Island of Moloka'i, State of Hawai'i The Kalaupapa Leprosy Settlement on the Island of Moloka'i has, for several years, been under study to determine what its future management and administration should be. Prominent in this study has been the Kalaupapa National Historical Park Advisory Commission. This Commission, authorized by Public Law 94-518, examined all alternative futures for Kalaupapa. The Commission was aided in this venture by the National Park Service, agencies of the State of Hawai'i, Department of Hawaiian Home Lands, the County of Maui, and the patients at Kalaupapa. A previous study, entitled Alternatives Study, Kalaupapa Leprosy Settlement (july functioned as a working reference document. That study provided detailed background information for the Settlement, data on natural resources and cultural resources, some basic conclusions, and the known alternatives for administration. This document constitutes a proposal for a Kalaupapa National Historical Preserve, and as such becomes the final recommendation to Congress, as required by Public Law 94 - 518. It is based on National Park Service policies and principles and on ideas and Opinions gathered during meetings with the Commission and with Kalaupapa patients, involved public agencies, and the general public.
