This report presents a new approach for evaluating weapon system reliability and maintainability (R & M). The approach is based on the frequency with which faults in equipment degrade its ability to dependably deliver the full measure of its designed capabilities, and on the efficiency with which maintenance technicians remove faults, thereby restoring those capabilities. The authors identify promising opportunities for strengthening policies and procedures that could address these weaknesses and improve the overall management of R & M. To strengthen the support process, they make the following recommendations: (1) debrief pilots for all indications of faults, (2) track performance of avionics by equipment serial number, (3) share information about fault symptoms across maintenance levels (flight line to shop to depot), and (4) establish a special program to repair problem units or components. In addition to changes in the support process, the authors suggest some adjustments to the product improvement process and the acquisition process.

Reliability and maintainability (R & M) has become a key issue in a number of new and important weapon systems. GAO reviewed efforts by the Department of Defense (DOD) and the Military Services to improve the R & M of their weapon systems. R & M has not received appropriate emphasis in the decisions to design, produce, and field weapons system. GAO believes that the weapon system development process could be enhanced by: (1) establishing adequate management information systems to develop realistic R & M requirements; (2) establishing valid R & M requirements for each system entering the research and development cycle; (3) testing operational reliability rather than hardware reliability; (4) conducting earlier independent R & M demonstrations; and (5) emphasizing accurate and realistic R & M reporting at all levels of the decisionmaking process.

In this study the communication of reliability and maintainability (R + M) to the engineer tasked with system design is analyzed. The present Air Force R + M policy is reviewed and a study of R + M parameters conducted. R + M are examined in terms of definition, structure, and testing to determine their viability as design parameters. When sustainment is not considered early in the development process or as an integral part of the systems engineering design, it can negatively affect the ability of the Air Force to maintain and improve the weapon system once it enters service. At the request of the Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics, Weapons Systems Sustainment Planning Early in the Development Life Cycle identifies at what point or phase of the development of a weapons system sustainment planning should be integrated into the program; examines and provides recommendations regarding how sustainment planning should be evaluated throughout the development process; investigates and describes the current challenges with sustainment planning and determines what changes have occurred throughout the acquisition process that may have eroded sustainment planning; and identifies opportunities for acquisitions offices to gain greater access to sustainment expertise.
