The issue of capital city relocation is a topic of debate for more than forty countries across the world. The new city would include all of Ottawa-Carleton and would be divided into wards, sized to respect representation by population, which would be grouped to create Boroughs which respect communities of interest. After an introduction on the rationale & benefits of the proposed model, section I sets out the Regional Council position on restructuring. Section II describes the model, including structure, committees, services, cost savings, and alternative models not considered. Section III presents a proposed by-law to create the new city with boroughs. Section IV tabulates tax savings in the new city (municipal services only). Section V, forming the bulk of the document, analyzes individual services and their restructuring under the new model. Each part of this section includes a summary & history of the service and how the restructuring would satisfy the criteria of lowering taxes, better & more efficient service delivery, less bureaucracy, and clear lines of responsibility & better accountability.
