Focusing on Japan, France, and the United States, Christopher L. Hill reveals how the writing of national history in the late nineteenth century made the reshaping of the world by capitalism and the nation-state seem natural and inevitable. The three countries, occupying widely different positions in the world, faced similar ideological challenges stemming from the rapidly changing geopolitical order and from domestic political upheavals: the Meiji Restoration in Japan, the Civil War in the United States, and the establishment of the Third Republic in France. Through analysis that is both comparative and transnational, Hill shows that the representations of national history that emerged in response to these changes reflected rhetorical and narrative strategies shared across the globe. Delving into narrative histories, prose fiction, and social philosophy, Hill analyzes the rhetoric, narrative form, and intellectual genealogy of late-nineteenth-century texts that contributed to the creation of national history in each of the three countries. He discusses the global political economy of the era, the positions of the three countries in it, and the reasons that arguments about history loomed large in debates on political, economic, and social problems. Examining how the writing of national histories in the three countries addressed political transformations and the place of the nation in the world, Hill illuminates the ideological labor national history performed. Its production not only naturalized the division of the world by systems of states and markets, but also asserted the inevitability of the nationalization of human community; displaced dissent to pre-modern, pre-national pasts; and presented the subject’s acceptance of a national identity as an unavoidable part of the passage from youth to adulthood.

Examining Mustafa Kemal Atatürk’s Büyük Nutuk (The Great Public Address), this book identifies the five founding political myths of Turkey: the First Duty, the Internal Enemy, the Encirclement, the Ancestor, and Modernity. Offering a comprehensive rhetorical analysis of Nutuk in its entirety, the book reveals how Atatürk crafted these myths, traces their discursive roots back to the Orkhon Inscriptions, epic tales, and ancient stories of Turkish culture, and critiques their long-term effects on Turkish political culture. In so doing, it advances the argument that these myths have become permanent fixtures of Turkish political discourse since the establishment of Turkey and have been used by both supporters and detractors of Atatürk. Our legacy 1947/1989 national security system is unsuited for the dynamic and complex global security environment that has developed since the end of the Cold War. Over time, the National Security Council has evolved from the very limited advisory group initially imagined by President Truman to that of a vast network of interagency groups that were developed since 1989. These interagency groups view themselves as deeply involved in integrating policy development, crisis management, and staffing for the President. However, the National Security Staff (NSS) and the national security system are relics of the industrial age -- vertical stovepipes -- in an age that demands that the management of the national security system be conducted at the strategic level. What is required is a true national security strategy based on ends, ways, and means; the alignment of resources with integrated national security missions; and the assessment and accountability of management functions that should be performed by a properly resourced NSS unburdened from the urgency of the 24/7 news cycle. The President's National Security Strategy of May 2010 calls for reform in many of these areas. Section 1072 of the 2012 Defense Authorization Act calls upon the President to outline the changes and resources that are needed in both the executive branch and in Congress to implement his national security strategy. The President's response to this legislative mandate can and should be the first step in a strategic partnership for transforming our national security system, in both the executive branch and the Congress, to that of a system that can meet and anticipate the challenges and opportunities for ensuring our security and well-being.
