Excerpt from A Letter Addressed to the Clergy and Laity of His Province Arisen, which is not only inconsistent with the principle of uniformity maintained by the Church, but is sometimes associated in the minds of the people with peculiarities of doctrine, and gives birth to suspicions and jealousies destructive of the confidence which should always subsist between the ock and their pastor. To prevent the increase of an evil which might terminate in actual schisms was confessedly most desirable; and the most effectual mode of accomplishing the object, it has been thought, would be found in general conformity to the Rubric. Universal concurrence in this easy and obvious regulation would have combined the several advantages of securing compliance with the law of the Church and the land, of putting a st0p to unauthorized innovations, and of excluding party distinctions, in their character decidedly un christian, from the public worship of God; and I cannot but regret that measures which, with a view to these good purposes, have been recom mended by high authorities, should not have been received with unanimous acquiescence, as the means of restoring order and peace, without any departure. Excerpt from A Pastoral Letter: To the Clergy and Laity of the Province of York Brethren, The result of the proceedings before the Privy Council, in the two cases of the Bishop of Salisbury v. Williams and Fendall v. Wilson, has caused great perplexity and dismay throughout the Church. The numerous addresses and letters which have reached me, inviting an expression of opinion upon the great questions supposed to be involved, seem to compel me to some public and general reply, in order to remove misapprehensions, and to reassure, it may be, the minds of some, who have admitted, in their first alarm, the notion that the Church of England is falling away from the true faith. My position, as a member of the Privy Council, necessarily limits me in discussing what is inaccurately called the Judgment. I do not indeed admit the doctrine which has been advanced, that the Clergy in general are forbidden by the Oath of Supremacy to discuss the reasons of the Committee of Privy Council for the advice it has tendered to the Crown. Excerpt from A Pastoral Letter to the Clergy and Laity of His Diocese Creed, the article on the descent into hell, which the Reviewers Of the Prayer Book had left out and further, till a solemn assurance was given to the Archbishop of Canterbury, that, in omitting the Atha nasian Creed, and in the other omissions in our Liturgy, no essential departure was designed from the doctrine, discipline, and worship Of the English Church. Hence, the Athanasian creed is virtually as binding upon the American Church as 'i1pon the English; so that any member of that Church who should deny the truth 'of that creed, or any article of it, would, thereby, become a heretic. On this same principle, viz}: that the judgment of the One Catholic and Apostolic Church, in regard to faith, and order, and sacraments, is the ultimate Standard for all Christians, it _is, that whatever, in the way of doctrine, is set forth by any national Church for the protection or illustration of truth, must be held subservient to such judgment, and be understood in consistency with it.* There is no middle way between this and the merest private judgment, or the doing that which is right in one's own eyes, a thing directly forbidden by Almighty God. From this, it must be manifest to all, that a dio cese does not determine its own faith, but comes nu der the necessity, by becoming a diocese, to believe and do certain things already determined for it by Almighty God, _as authoritatively set forth by the Universal Church, and conveyed to it by the national Church, and that it has no power to alter, to modify.
