The performance of both flexible and rigid pavements depends not only on the effects of traffic but also of the environment. As part of the FHWA Strategic Highway Research Program (SHRP), a test road was recently constructed on U.S. 23 just north of Delaware, Ohio. This road includes four different sets of sections to study various factors affecting pavement performance. Monitoring seasonal (environmental) factors is of extreme importance as they affect subgrade soil and pavement layer properties and subsequently pavement life and performance. Installation and monitoring of eighteen seasonal instrumentation sites as well as monitoring of a complete weather station is described. Both subgrade soil moisture content, pavement and subgrade temperature, and frost depth are periodically monitored at each location, along with weather-related factors such as air temperature, rainfall, solar radiation, relative humidity, wind speed, and wind direction at a complete weather station. The methodology to check the quality of the data is presented along with preliminary results and correlations of use in the eventual development of a mechanistic pavement design procedure. Finite elements computer analyses were also conducted to determine the influence of seasonal factors on the response of flexible pavements (in the form of deflections, stresses and strains) to traffic loads[.] [sic] Specifically, equations were developed to correlate AC temperatures with hourly ambient air temperatures to ultimately determine the resilient modulus. Using material test results from a parallel study, finite element analyses were conducted on actual pavement sections using the program ILLIPAVE. Results show reasonably accurate comparisons for stress, strain, and deflections between pavements modeled with a constant average modulus and those modeled with multiple layers having moduli established by temperature. However, key parameters such as surface deflection and radial strain do not show comparisons justifiable for using constant moduli analyses.

In 1994-96, the Ohio Department of Transportation (ODOT) constructed a 3.5-mile long test pavement on US 23 in Delaware County for the Strategic Highway Research Program. This project contained a total of 40 test sections of asphalt concrete and Portland cement concrete pavement in the SPS-1, SPS-2, SPS-8 and SPS-9 experiments of the Specific Pavement Studies program. These experiments were designed to assess the effectiveness of different base types and thicknesses, different pavement thicknesses and other design parameters on the structural performance of highway pavements. During the construction of these sections, the Falling Weight Deflectometer (FWD) was used to measure the composite stiffness of the sections as each new material layer was completed and accepted by ODOT. In addition, the Dynaflect trailer was used to measure the composite stiffness of the completed sections prior to their being opened to traffic. The overall objectives of this research study were to evaluate the stiffness of the test sections on this experimental pavement as the new material layers were added to the sections, and to evaluate various analysis software packages currently available for the backcalculation of layer moduli. While the Ohio SHRP Test Road was constructed in an area of flat terrain believed to have relatively uniform subgrade, FWD measurements indicated considerable subgrade variability between sections and within individual sections. None of the subgrade sections was considered to be good, about half were fair and the other half were poor to very poor. As expected, much of the variability was mitigated as successive material layers were placed in the sections, and especially with the addition of stabilized materials. Stiffness equivalencies were developed for the six types of base material used on the test road, and for AC and PCC pavement used on these bases. The final stiffness of the completed sections was consistent with early performance, in that the first six asphalt concrete sections which failed had the highest measured deflections with both the FWD and Dynaflect just prior to being opened to traffic. An excellent correlation was developed between FWD and Dynaflect output on the completed asphalt concrete pavement sections and clear trends were also apparent on PCC pavement, though the limited range of readings on PCC with both devices made it difficult to develop a definitive correlation on rigid pavement. The stiffness of the completed AC and PCC pavement sections, and load transfer across PCC pavement joints were quite similar when measured with the FWD and Dynaflect, demonstrating the usefulness of both instruments in evaluating structural performance. Four elastic layer programs were evaluated for their ability to calculate the moduli of the various material layers in the 40 test sections. Of these, MODULUS 4.2 performed the best and was the most user friendly program to run. To obtain consistent results on any specific project, a standard operating procedure needs to be developed for those conditions and the analysis program being used, and the procedure needs to be closely followed for all calculations.

A Specific Pavement Studies (SPS) program, formulated under the Strategic Highway Research Program (SHRP), consists of nine experiments, four of which will be included in this DEL-23 project. Since the basic instrumentation plan proposed by SHRP was limited, Ohio Department of Transportation opted to develop a more comprehensive plan for DEL-23. The Ohio Test Road consists of SPS-1, SPS-2, SPS-8, and SPS-9 experiments, all constructed for this project where the climate, soil, and topography are uniform throughout. In this comprehensive instrumentation plan, thirty-three sections are to be instrumented. This report provides a detailed description of types of sensors, installation and methodology, calibration procedures and wiring schematics for instrumentation of pavements for the Ohio SHRP SPS Test Road to measure environmental factors and structural response. Environmental or climatic paramaters include temperature, base and subbase moisture, and frost depth. Structural response parameters entail strain, deflection, pressure and joint opening.

The Superpave hot mix asphalt design, which was developed under the Strategic Highway Research Program (SHRP), has been used in the following seven initial projects in Ohio: HAN-075-22.42, OTT-002-16.60, COS-036-27.53, CLE-032-0648, LAW/JAC-093-26.44/0.00, RIC-30-6.01, and ATH-033-05.48. The Ohio Department of Transportation (ODOT) intended to use data from these initial projects to relate the engineering characteristics of the asphalt mixes with future performance of the pavements, and to assure that the experiences of all involved parties are taken into consideration. To get such insight about Superpave mixes, ODOT formed a Superpave evaluation committee with representatives from ODOT, Federal Highway Administration (FHWA), Asphalt Institute, Flexible Pavement, Inc. (FPI), and academia. This research study was undertaken to collect in a uniform, organized manner the available data from ODOT and asphalt paving contractors on the initial seven Superpave paving projects. The collected data addresses various issues relating to the mix design process, construction practices and pavement performance, and should allow future pavement design process and construction technology to take advantage of previous experience.
