Dr. Surendra Singh Jatav is currently working as Assistant Professor at the Department of Economics, Babasaheb Bhimrao Ambedkar University (BBA), Lucknow, India since March 2021. He did Ph.D. from BBAU, M.Phil. from Bundelkhand University. The countries contributing to this document are from the African, Asian-Pacific, Eastern European, and Latin American regions, and their assessments address impacts in the agriculture, grasslands, forest, water resources, and coastal resources sectors. This document includes results from many countries for which there was no prior research on the potential impacts of climate change, or for which the research has not previously been widely available. As climate change becomes accepted as a reality in the scientific community, it is critical to continue to understand its impact on the ground, particularly for communities dependent on agriculture and natural resources. This report reviews the extensive literature on the vulnerability to climate change in South Asia, with a focus on gender. It highlights how vulnerability is intricately connected to existing social structures. With respects to gender inequalities, the report reviews how men and women are affected in different ways by climate shocks, while differing access to resources and cultural ideologies mean that their capacity to ‘adapt’ is also not equal. The report also notes the importance of other axes of inequality (caste, class and ethnicity) in shaping gendered vulnerability. It concludes by offering insights into potential ways forward to promote more equitable adaptation to change through improved policies and practices.

This study is based on qualitative research conducted by the writer using semi-structured interviews with key informants, including elderly male and female farmers. An analysis based on a theoretical framework of vulnerability and coping mechanisms was also conducted on the lived experience of farmers in Berik, in the Central Highlands, and Barentu/Sosona, in the lowlands of Gash Barka, related to climate change, including some practical recommendations they made to help them in their daily struggles for food security. Eritrea is a sub-Saharan African country suffering from food insecurity due to climate change. Subsistence-level rain-fed mixed crops and livestock comprised 95% of its agricultural products. Low rainfall and droughts adversely affect these products. Adaptation strategies are related to accessing natural resources, as well as political, economic, social, and cultural factors. Furthermore, climate change does not affect everyone in the same way. Female-headed farms, which comprise 30% in Eritrea, are affected differently than those headed by males and their adaptation strategies differ, especially in food production. Even though female-headed farms are important producers they do not have equal access to resources provided by the Ministry of Agriculture because they are not considered to be primary farmers. This situation is exacerbated by the limited availability and affordability of agricultural inputs such as land, fertilizer, seeds and labour. Four prevailing root factors emerged during this study. First was rain variability which impacted heavily on food security. Second were social/cultural views of women which prevented them from being regarded as equal primary farmers. Third was the indefinite national service, which removed farmers from their family farms, especially males. Fourth were state farms that sold products for foreign currency and used national service workers for labour, which conflicted with the needs of family farms.

Climate change is a major challenge for life on Earth. It is mainly manifested through modifications of average temperature, rainfall intensity and patterns, winds and solar radiation. These modifications significantly affect basic resources, such as land and water resources. Populations at disproportionately higher risk of adverse consequences with global warming of 1.5°C and beyond include disadvantaged and vulnerable populations, some indigenous peoples, and local communities dependent on agricultural or coastal livelihoods (IPCC, 2018). Therefore, adaptation measures are recommended in order to cope with climate change. Indigenous peoples have developed practices for climate change adaptation, based on their long-term experience with adverse climatic effects. There was thus a need to identify such practices as they could be effectively mainstreamed in community-based adaptation programmes. This report makes an inventory of indigenous and community adaptation practices across the world. The inventory was mainly done through literature review, field work and meetings with selected organisations. The case studies documented are categorized in five technologies and practices themes, including: (1) Weather forecasting and early warning systems; (2) Grazing and Livestock management; (3) Soil and Water Management (including cross slope barriers); (4) Water harvesting (and storage practices); (5) Forest Management (as a coping strategy to water scarcity), and; (6) Integrated wetlands and fisheries management. These were then related to the corresponding main agro-ecological zones (AEZ), namely arid, semi-arid, sub-humid, humid, highlands and coastal and wetlands. The AEZ approach was considered as an entry-point to adopting or adapting an existing indigenous strategy to similar areas. Challenges that threaten the effectiveness of indigenous and community adaption strategies were identified. These challenges include climate change itself (which is affecting the indicators and resources used by communities), human and livestock population growth (which is increasing pressure on natural resources beyond their resilience thresholds), current institutional and political settings (which limit migrants’ movements and delimits pieces of usable land per household), cultural considerations of communities (such as taboos and spiritual beliefs), and the lack of knowledge transfer to younger communities. Indigenous knowledge provides a crucial foundation for community-based adaptation strategies that sustain the resilience of social-ecological systems at the interconnected local, regional and global scales. In spite of challenges and knowledge gaps, these strategies have the potential of being strengthened through the adoption and adaptation of introduced technology from other communities or modern science. Attention to these strategies is already being paid by several donor-funded organisations, although in an uncoordinated manner.
