One of the most serious problems confronting modern America is the efficient and rational utilization of the recreation resource base, not only in terms of present demands and needs, but future as well. The resource manager, in the past, has had few guidelines from which to determine the type and extent of development desired. As a result, large tracts of ineffective acreages have been provided. There is a notable and serious lack of a developmental schemata that attempts to relate contributory factors in such a manner as to present the resource manager with a more crystallized concept of the type of development desired, its effect upon the physical landscape, and its economic rationale. The purpose of this study, therefore, is to define those variables that should be considered in any proposed recreation development. This will be carried out in two sections. First, individual dimensions of consideration will be examined to depict their influence on recreation resource development. Secondly, a conceptual paradigm will be constructed, presenting a framework of variables to be considered by the resource manager in decision making. The need for such a framework is two-fold. First, it will allow the more efficient development of the recreation resource base, thereby reducing the amount of ineffective acreage and increasing user satisfaction. Secondly, it will allow more equitable comparisons to be made between recreation development and other resource uses, such as timber and mining. As the country's population continues to grow and the tempo of life increase, there may be expected a growing desire on the part of people to "get away from it all." The rapid encroachment of urban and industrial development, however, is alienating much of the recreation resource base forever. Thus, it is most essential, indeed imperative, that man more carefully analyze and order the development of his and his progeny's environment.

The concept of large-scale natural resources planning and management is not new. The idea that resources and their human users occur as systems over large geographic areas has a long established tradition in forest, range, water, and air management sciences. Recent trends in this thinking concern the recognition of the inherently interdependent nature of many bio-social systems, where the interaction of people, culture and environment together influence regional conditions. Such thinking requires new concepts and strategies to understand and prescribe effective resource management actions. Included among these emergent concepts are those associated with regional recreation systems, which arise amidst growing evidence of declining recreation quality. This study presents experience-based recreation and the human ecology perspective based in systems theory as a useful framework for regional recreation planning. The framework takes a distinctly structural approach as it focuses on the social organizational attributes of resource management networks conducive to regional, interagency cooperative planning. Empirical evidence in support of the conceptual framework is provided by a case study of regional recreation planning in the Pacific Northwest and results of data analyses as evidence of regional recreation systems. Two separate state surveys of 5,205 sample households in Oregon and Washington were conducted over a 12-month period during 1987. Recreation activities, travel patterns, and natural resources used for recreation within and among the states were measured using telephone and mail instruments. Principal components analysis of travel patterns within Oregon and Washington was used to delineate functional recreation regions within the two-state area. As a result, five recreation regions were identified. The spatial and temporal characteristics of one recreation functional region in Oregon were described further using Lorenz Curve, directional bias and net flow, compactness and connectivity indices, and peaking index analyses. The final element of the study was to integrate the conceptual and empirical data in a simulation of institutional arrangements for regional recreation planning. The simulation was guided by a typology of organizational contexts relevant to recreation resource planning, both present and future. The applicability of the conceptual framework to regional resource management activities other than outdoor recreation was discussed.

Understanding sense of place and related concepts often presents challenges for both managers and researchers. Inconsistent application of terms, questions regarding their origin, and a lack of awareness of research findings contribute to the ambiguity of these concepts. This integrative review of research provides relevant, current information on the role of sense of place in natural-resourcebased recreation and tourism. Special focus is given to the foundations of place attachment, how place attachment may differ among user types, and the relation of place attachment to other psychological phenomena such as attitudes. The role of theory in place attachment also is addressed, and gaps in theoretical and empirical work are identified. This review provides specific recommendations for managers and others wanting to better understand the dynamics of sense of place.

Individuals with disabilities continue to have limited opportunities and experiences in community recreation. Review of the research literature and best practices, and a needs assessment demonstrated the need for intervention in the area of individuals' with disabilities participation in recreation. The purpose of this project was to increase access to recreation in New York State for individuals with disabilities and to develop, pilot, and evaluate the Recreation Referral service (RRS). The conceptual framework for development of the RRS was an integration of the theory of ecological perspective, principles of normalization and social role valorization, and the construct of self-determination. Along with the literature review and needs assessment, an RRS protocol was developed and the Inclusive Recreation Resource Center Recreation Referral Service Manual for Staff and Students was a product of the protocol.
