Abstract: Due to the diversity of landscapes and the complexity of landscape policies, integration principle plays a very important role in formulating a conceptual framework for effective landscape policies. This is often overlooked in normal practice of landscape related policy making, as a result of overemphasizing development and economic growth by local government. If the integration principle could be taken into account sufficiently, a consciously more responsive approach for landscape policy making could be formulated with higher effectiveness and less uncertainty. This thesis seeks to contribute to the system of landscape policy that integrates multiple environmental and spatial planning concerns into its processes and structures. This thesis has combined landscape planning and policy theories to analyze landscape policies currently in force in cities of Asia to demonstrate the complexity of landscape policies and the importance of integration in policymaking process. While there are few approaches in landscape policy studies except the European Landscape Convention which is a continental scale treaty with focus on environmental and cultural conservation within the context of Europe, there are widespread research on public policies particularly in urban planning, environmental protection, and sustainable development which provided plentiful sources as references. To apply integration principle in policymaking on the basis that landscape policy of nowadays is even important than before, a conceptual framework of landscape policy is established to gauge impacts and changes, as well as to inform planning, and implementation progressively. After providing a combined literature review of landscape architectural theories, landscape policy related areas, and practices of current landscape policymaking, this thesis discusses the importance of integrated approach in landscape policymaking due to the complexity and multidisciplinarity nature of landscape architecture discourse, and sets a two-way action between theory and practice as research strategy. After an overview of current landscape policies of Europe and Asia, this thesis has summarized four types of landscape policies based on its administrative level to reflect the hierarchical structure of landscape policy, from European Landscape Convention at global level to Hong Kong's Greening Master Plan at project scale. This thesis further looks into two best practices of landscape policymaking in Japan and Singapore, to further elaborate the conceptual basis of the research and analyze the gap between current landscape policies and its urban development practice context. Case studies of Japan and Singapore are employed as references for both discussion and comparative purpose, aiming to demonstrate different ways in which integration principle could be utilized and interpreted with coherent consistency across policy levels and different government sectors, so as to clarify implications of integration principle in policymaking, implementation, and the following continuous improvement processes mainly at city level. The study is concluded by highlighting key issues of conceptual framework with recommendations for further research on integrated landscape policymaking, by applying Grounded Theory as main research method through collection and analysis of qualitative data, with the use of both explorative and interpretive approaches. The report proposes a framework for assessing the sustainability of social-ecological landscapes (SEL) to be used by the West and Central African Food Systems Transformation (TAFS-WCA) initiative for research, planning, and implementation of its Work Package 3 (WP3). It builds on existing assessment frameworks from relevant fields (e.g., Eco agriculture, Agroecology, Integrated Landscape Management, etc.). At the center of a Sustainable Social-Ecological Landscape (SSEL) is the improvement of the management of land and the natural resource base in such a way that land use concurrently meets three goals: (i) provision of products (e.g., food) and services on a sustainable basis, (ii) support for sustainable livelihoods for all social groups and (iii) conservation of the full complement of biodiversity and ecosystem services. Globally, SSEL related approaches like eco-agriculture, agroecology, and landscape approaches are already being applied, with promising results, especially in places where food production, poverty alleviation, and conservation of biodiversity, water, and ecosystem services are all high priorities. However, a comprehensive framework for measuring/monitoring landscape status and performance vis-a-vis competing landscape uses and management interventions has not been given much priority in the literature. Different forms of land use, such as forestry, agriculture, extraction of minerals, conservation/protected areas, and settlements, are interdependent. Therefore, landscape performance and monitoring frameworks that focus exclusively on protecting natural resources or the intensification of agriculture and other land uses can only give an incomplete viewpoint/overview of landscapes with all their uses and stakeholders. Considering the SSEL goals above, a holistic conceptual framework for landscape-based assessment is needed; such a framework must consider the drivers and effects of land use and the individual management interventions as well as the complex interactions among different land uses and interventions across the landscape. The present study proposes the Drivers-Pressure-State-Impact-Response (DPSIR) framework for SEL. It is important to emphasize that this study recognizes that different individuals and organizations under the TAFS-WCA initiative may have different interests in understanding the status and performance of selected SELs. The research envisages two important applications of a framework for measuring and understanding SEL: i) it can facilitate inclusive decision-making by multiple stakeholders working in the same landscape by explaining interactions, synergies, and trade-offs among SSEL goals and landscape components, and ii) when SSEL-related management innovations are successful (or otherwise), the framework can help document the same, reinforcing the case for adopting and scaling up innovations.

Integrated Landscape Approaches for Africa’s Drylands presents emerging fi ndings on the importance of moving beyond single-sector interventions to embrace integrated landscape management that takes into account the health of the ecosystems that support human livelihoods and contribute to the resilience of rural communities in Sub-Saharan African drylands. Integrated landscape management is particularly important for these drylands because people depend on production systems that are frequently disrupted by exogenous shocks such as drought. The ecological and economic evidence presented in this book shows that integrated landscape management can enhance efforts to invest in tree-based systems and improved livestock management and support productivity increases for rain-fed cropping. Integrated landscape management efforts have helped to coordinate the actions of multiple land users and other stakeholders, reduced confl icts, and improved overall governance of water, land, and other resources. Integrated landscape management is thus a useful approach to enhance the intensifi cation of dryland cropping systems and will, in many locations (but not always), result in multiple wins— including improved farm productivity, water benefi ts at the farm and landscape levels, carbon sequestration, biodiversity and other ecosystem services benefi ts, and higher climate resilience. Various policies and related interventions can be used to trigger and accelerate the scaling up of these benefi ts through integrated landscape management across Sub-Saharan African drylands to restore and increase household and ecological resilience. Policies are needed to develop the framework conditions necessary to both initiate new programs and modify and scale up existing restoration and resilience efforts. The book highlights policy options, covering six broad intervention areas: (1) Clarify land rights and responsibilities; (2) Encourage multistakeholder involvement and collective action; (3) Overcome institutional barriers to integrated landscape management; (4) Create conditions for adaptive planning and management; (5) Create mechanisms and supporting policies for sustainable and long-term fi nancing of integrated landscape management; and (6) Invest in a solid evidence base and knowledge-sharing platforms for integrated landscape management.

Poverty, food insecurity, biodiversity and habitat loss are persistent global challenges that are further exacerbated by the impacts of climate change. These challenges are particularly hard felt in the tropical landscapes of the global South where tensions between local socio-economic and international environmental commitments are pervasive. Due to the apparent failure of sectorial approaches to address such challenges, more holistic strategies are being increasingly promoted. Integrated landscape approaches are one such example; essentially a governance strategy that engages multiple stakeholders to reconcile societal and environmental objectives at the landscape scale to identify trade-offs and potential synergies for more sustainable and equitable land management. Integrated landscape approaches have been widely endorsed in the international and national policy arena, within academia, and in the discourse surrounding conservation and development funding. However, despite strong scientific theories and concepts, the implementation, and particularly evaluation and reporting, of integrated landscape approaches in the tropics remains poorly developed. The COLANDS initiative represents an explicit attempt to contribute towards the evidence base by operationalizing integrated landscape approaches in Ghana, Zambia and Indonesia. In this regard we aim to provide regular, honest reporting of progress. This book details the experiences of researchers engaged in these landscape-scale initiatives across the first two years of implementation. With dedicated chapters on current progress, biodiversity, methods and evaluation the book provides useful tools and resources for research and implementation. Furthermore, we consider the complex socio-political challenges associated with landscape approaches with chapters focussed on how to effectively engaging stakeholders and understanding the national policy environment.
