This is for their safety. There be men who can bow instantly to events. Feeling the helm of some sudden new exigency, they will turn at full speed in half their length. Machiavelli speaks highly of this ability to ignobly match the hour one lives in, and preaches from it as from the very text of political success. Still that gift of convenience is the mark of the politician aiming at self-interest, rather than of the statesman who considers the broad advantage of a world.
