Some reorganization had taken place as the result of the findings which had been reported, and the School Board was desirous of learning the result of these changes. It was considered worth while to delay this report pending the prepara tion of Part II, in order that the value of repeated measurements might be shown. The delay seems to have been justified, for Part II shows not only some changes which have come about as a result of the first survey, but also points out some new work which needs 'to be done in the schools.
