This book analyzes the economic development choices initiated by Morocco’s King Mohammed VI since he ascended the throne in 1999 and situates those choices in the political economy development literature. Examining the policies enacted by the King, the authors argue that over the past twenty years Mohammed VI has achieved some outstanding successes in modernizing the foundational economic sectors of Morocco, but the benefits of this development have not reached all Moroccans. With its focus on economic development, this book explores the way in which Mohammed VI’s development strategies have, in part, resembled the neoliberal model advocated by Western powers and institutions, as well as how the King also adopted some of the European practices of state intervention found in the "varieties of capitalism" models across Europe. Additionally, Mohammed VI’s Strategies for Moroccan Economic Development looks at the way in which the King has sought to utilize "leap frog" technologies so that Morocco has become a leader in certain productive sectors and is not just catching up to rival producers. The book also examines the extent to which Moroccan citizens have benefited from the economic transformations, arguing that not all Moroccans have benefited; many Moroccan citizens in 2019 echo the same economic concerns that were voiced in 1999 when King Mohammed VI first assumed the throne. With its focus on economic development, this book will be of interest not only to scholars and students of Middle East and North African Studies, but also Economics, International Development, and Politics.

Individual countries of the Maghreb have achieved substantial progress on trade, but, as a region they remain the least integrated in the world. The share of intraregional trade is less than 5 percent of their total trade, substantially lower than in all other regional trading blocs around the world. Geopolitical considerations and restrictive economic policies have stifled regional integration. Economic policies have been guided by country-level considerations, with little attention to the region, and are not coordinated. When the European Union signed an agreement with Turkey in 2016 to end irregular migration from Syria using extraterritorial measures, the media framed it as a radical new low in migrant protection. Similarly, when then presidential candidate Donald Trump called on Mexico to "pay for the wall," critics argued it was an outlandish departure from established norms. Extraterritorial migration control arrangements of this type have become more visible in recent years, but they are not new. Katherine Tennis traces the emergence of these agreements in the Americas, Europe, and Southeast Asia. Grounded in case studies of negotiations between the United States and Haiti and Mexico, Italy's negotiations with Tunisia and Libya, and Spain's negotiations with Senegal, Outsourcing Control argues that while some countries - sharing an interest in ensuring orderly migration or recognizing the opportunity for kickbacks - have been happy to cooperate, others have objected, claiming wealthy destination states are exploiting them to do their dirty work. Tennis shows that these different responses depend on how the government in the partner country secures its power. Autocracies and strong democracies tend to cooperate, though for different reasons and in different ways. The most unpredictable partners are fragile democracies, who are prone to nationalism and populist backlash. In recent years, authoritarian states in the Middle East and North Africa have faced increasing international pressure to decentralize political power. Decentralization is presented as a panacea that will foster good governance and civil society, helping citizens procure basic services and fight corruption. Two of these states, Jordan and Morocco, are monarchies with elected parliaments and recent experiences of liberalization. Morocco began devolving certain responsibilities to municipal councils decades ago, while Jordan has consistently followed a path of greater centralization. Their experiences test such assumptions about the benefits of localism. Janine A. Clark examines why Morocco decentralized while Jordan did not and evaluates the impact of their divergent paths, ultimately explaining how authoritarian regimes can use decentralization reforms to consolidate power. Local Politics in Jordan and Morocco argues that decentralization is a tactic authoritarian regimes employ based on their coalition strategies to expand their base of support and strengthen patron-client ties. Clark analyzes the opportunities that decentralization presents to local actors to pursue their interests and lays out how municipal-level figures find ways to use reforms to their advantage. In Morocco, decentralization has resulted not in greater political inclusivity or improved services, but rather in the entrenchment of pro-regime elites in power. The main Islamist political party has also taken advantage of these reforms. In Jordan, decentralization would undermine the networks that benefit elites and their supporters. Based on extensive fieldwork, Local Politics in Jordan and Morocco is an important contribution to Middle East studies and political science that challenges our understanding of authoritarian regimes’ survival strategies and resilience.
