Book Description
Excerpt from A Brief Account of the Finances and Paper Money of the Revolutionary War This large increase in the amount of bills in circulation naturally occasioned a greater depreciation, so that in 1748 eleven hundred pounds of these bills were only equal to one hundred pounds sterling. 3. Governor Pownall gives this account of the Pennsylvania system: "I will venture to say there never was a wiser or a better measure, never one better calculated to serve the uses of an increasing country, that there never was a measure more steadily or more faithfully pursued, for forty years together, than the loan office in Pennsylvania, formed and administered by the Assembly of that province." He gives a sketch of the loan office act passed in the year 1739, which he styles "the completest system of the kind, containing all the improvements which experience had from time to time suggested in the execution of the preceding acts. By this act the trustees of the loan office were to lend out the bills on real security of at least double the value for a term of sixteen years, to be repaid in yearly quotas or instalments with interest. Thus one-sixteenth part of the principal was yearly paid back into the office, which made the payments easy to the borrower. Book Description
Excerpt from History of the Issues of Paper-Money in the American Colonies Anterior to the Revolution, Explanatory of the Historical Chart of the Paper Money of That Period Of the paper money of that period, I have not been able to discover any Bill in existence of a date anterior to the year 1746. It is probable, that the greater part, if not the whole which was issued, in the British Colonies before that period, has been destroyed. It will be seen from the foregoing ex tract, that but a small amount was issued, and it having been redeemed in each Colony, it is almost certain, that very few, if any Specimens of the paper money of that period, are now extant. Book Description
Excerpt from The Financier and the Finances of the American Revolution, Vol. 1 of 2 As to the other branch of the subject, the financial his tory of the Revolution, I have only reduced into accessible form the material which is nearest at hand. The careless statements and contradictions of the authorities produce doubts and perplexities, which can only be finally resolved by an appeal to original authorities, which are very inac cessible. Much more remains to be done, therefore, in the study of that subject, before we shall really have at our disposal the amount of knowledge which may even now be recovered. I wish to acknowledge the valuable aid and suggestions I have received from Messrs. W. C. Ford, Paul Ford, F. D. Stone, G. H. Moore, and Prof. C. H. Haskins; also to acknowledge the courtesies of the authorities of the State Department, and of the New York and Pennsylvania Historical Societies. In order to use the briefest form of citation of authorities, yet give the reader the full title in the most convenient manner for reference, I have put at the end of the volume a list of books cited, in the alphabetical order of the brief forms of reference used in the course of the work. Book Description
Excerpt from The Financial History of the United States, From 1774 to 1789: Embracing the Period of the American Revolution The idea of unity of proportion has been kept in mind in the preparation of the work, which will explain why a few chapters, especially the one upon the Legal Tender Laws of the Revolution, were not extended beyond their present limits. To Mr. C. A. Cutter, Librarian of the Boston Athenaeum, the author feels deeply grateful for the exceedingly liberal use of books belonging to that association. This, he realizes, is a feeble acknowledgment to make for such valuable assistance doubtless a far greater satisfaction may be derived from know ing, that, if the work possesses any value, its readers are indebted to him for putting the author within convenient reach of much of the material found within these pages. To Mr. Robbins Little, Superintendent of the Astor Library, and to Mr. Frederick Saunders, Librarian of the same, the author would also express his heartiest thanks for the generous use of the books of that noble institution. Nor would he forget to acknowledge favors of a similar character on the part of the officers of the new-york Historical Library.
