On April 16, 1861, President Abraham Lincoln issued a blockade of the Confederate coastline. The largely agrarian South did not have the industrial base to succeed in a protracted conflict. What it did have—and what England and other foreign countries wanted—was cotton and tobacco. Industrious men soon began to connect the dots between Confederate and British needs. As the blockade grew, the blockade runners became quite ingenious in finding ways around the barriers. Boats worked their way back and forth from the Confederacy to Nassau and England, and everyone from scoundrels to naval officers wanted a piece of the action. Poor men became rich in a single transaction, and dances and drinking—from the posh Royal Victoria hotel to the boarding houses lining the harbor—were the order of the day. But it was all to come crashing down as the blockade finally tightened and the final Confederate ports were captured. The story of this great carnival has been mentioned in a variety of sources but never examined in detail. Although appearing to be a relatively benign method of warfare when viewed from a distance, a close examination of maritime blockade unveils a sinister character that can, in cases where countries are highly reliant on imports of foodstuffs to feed their populations, prove incredibly deadly, particularly for the young and elderly. This book is unique in that it is the only contemporary book that is dedicated to the study of the law of maritime blockade in the context of modern humanitarian law. Reviewing the development of blockade law over the past four centuries, The Law of Maritime Blockade provides a historical analysis of the law as it emerged, tracing its evolution through armed conflicts between 1684 and the present. Referring to the starvation caused by the blockade of Germany during World War I and the humanitarian crisis caused by the sanctions regime against Iraq (1991-2003), this book demonstrates that blockade can have extremely deleterious effects for vulnerable civilian populations. In this context the current law of blockade is examined, and found to be deficient in terms of its protection for civilians. Recognizing and advocating that blockade should remain as a valid and effective method of warfare, the book offers a template for a modern law of maritime blockade that incorporates many of the traditional aspects of the law, while reducing the possibilities that blockades can cause or exacerbate humanitarian disasters.

This thesis describes the first demonstration of a cooperative optical non-linearity based on Rydberg excitation. Whereas in conventional non-linear optics the non-linearity arises directly from the interaction between light and matter, in a cooperative process it is mediated by dipole-dipole interactions between light-induced excitations. For excitation to high Rydberg states where the electron is only weakly bound, the dipole-dipole interactions are extremely large and long range, enabling an enormous enhancement of the non-linear effect. Consequently, cooperative non-linear optics using Rydberg excitations opens a new era for quantum optics enabling large single photon non-linearity to be accessible in free space for the first time. The thesis describes the theoretical underpinnings of the non- linear effect, the pioneering experimental results and implications for experiments in the single photon regime.
