The first federally funded regional planning initiative in twenty years, the purpose of the Commission was to prepare a ten year economic development plan for the most impoverished region in the United States; a 219 county and parish area consisting of the sections of Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri, and Tennessee. Approximately 40 percent of the eight million people in the region are African Americans and it is within their rural communities that the consequences of poverty are most devastating.
