Excerpt from 64th Annual Report of the Interstate Commerce Commission: November 1, 1950 Competitive rate reductions. - The reductions made to meet com petition during the present year have been made possible in part by the high level of charges on other traffic. It is urged by parties who object to these reductions that an undue burden of high rates remains on other rail shippers, that the reductions produce no net advantage to the railroads, that rate structures and classifications are being broken down with resulting unjust discriminations against some com munities or commodities, and that the end result will be a spread of reduced rates that will be harmful to all transportation agencies in volved. Water carriers urge that railroad rates on commodities peculiarly adapted to water transportation are on a depressed level. On the other hand, railroads in the current year have protested pro posed reductions in motor and motor-water rates on the ground that they are greater than necessary to enable rail competitors to share in the traffic. In some of these controversies the railroads have referred to their own service handicaps in meeting motor competition.
