(a) Design and construction. (1) Each facility or part of a facility constructed by, on behalf of, or for the use of a public entity shall be designed and constructed in such manner that the facility or part of the facility is readily accessible to and usable by individuals with disabilities, if the construction was commenced after January 26, 1992. (2) Exception for structural impracticability. (i) Full compliance with the requirements of this section is not required where a public entity can demonstrate that it is structurally impracticable to meet the requirements. Full compliance will be considered structurally impracticable only in those rare circumstances when the unique characteristics of terrain prevent the incorporation of accessibility features. (ii) If full compliance with this section would be structurally impracticable, compliance with this section is required to the extent that it is not structurally impracticable. In that case, any portion of the facility that can be made accessible shall be made accessible to the extent that it is not structurally impracticable. (iii) If providing accessibility in conformance with this section to individuals with certain disabilities (e.g., those who use wheelchairs) would be structurally impracticable, accessibility shall nonetheless be ensured to persons with other types of disabilities, (e.g., those who use crutches or who have sight, hearing, or mental impairments) in accordance with this section.

"The projections in the U.S. Energy Information Administration's (EIA's) Annual Energy Outlook 2012 (AEO2012) focus on the factors that shape the U.S. energy system over the long term. Under the assumption that current laws and regulations remain unchanged throughout the projections, the AEO2012 Reference case provides the basis for examination and discussion of energy production, consumption, technology, and market trends and the direction they may take in the future. It also serves as a starting point for analysis of potential changes in energy policies. But AEO2012 is not limited to the Reference case. It also includes 29 alternative cases (see Appendix E, Table E1), which explore important areas of uncertainty for markets, technologies, and policies in the U.S. energy economy. Many of the implications of the alternative cases are discussed in the 'Issues in focus' section of this report. / Key results highlighted in AEO2012 include continued modest growth in demand for energy over the next 25 years and increased domestic crude oil and natural gas production, largely driven by rising production from tight oil and shale resources. This book contains peer-reviewed papers presented at the 10th International Conference on Energy Efficiency in Domestic Appliances and Lighting (EEDAL'19), held in Jinan, China from 6-8 November 2019. Energy efficiency helps to mitigate CO2 emissions and at the same time increases the security of energy supply. Energy efficiency is recognized as the cleanest, quickest and cheapest energy source. Not only this, but energy efficiency brings several additional benefits for society and end-users, such as lower energy costs, reduced local pollution, better outdoor and indoor air quality, etc. However, in some sectors, such as the residential sector, barriers to investments in energy efficiency remain. Legislation adopted in several jurisdictions (EU, Japan, USA, China, India, Australia, Brazil, etc.) helps in removing barriers and fosters investments in energy efficiency. These initiatives complement innovative financing schemes for energy efficiency, the provision of energy services by energy service companies and different types of information programs. At the same time, progress in appliance technologies and in solid state lighting offer high levels of efficiency. LED lighting is an example. As with previous conferences in this series, EEDAL’19 provided a unique forum to discuss and debate the latest developments in energy and environmental impact of households, including appliances, lighting, heating and cooling equipment, electronics, smart meters, consumer behavior, and policies and programs. EEDAL addressed non-technical issues such as consumer behavior, energy access in developing countries, and demand response.
