In the forty-year period between 1951 and 1991, Canadian sports car competition underwent a massive change, transforming itself from an amateur recreational pastime to a commercialized profession and from an individual sport to a spectacle for mass consumption. The Chequered Past is the story of the struggle over power and purpose within the Canadian auto sport that led to this transformation. The first comprehensive history of sports car racing and rallying in Canada, The Chequered Past traces the efforts of the national governing body - the Canadian Auto Sport Clubs (CASC) - to bring its sports car competition up to a 'world class' level, and to manage the consequences of those efforts in the second half of the twentieth century. David Charters traces the social origins of the sport and the major trends that shaped it: professionalism, technological change, rising costs, and the influence of commercial sponsors. Charters argues that while early enthusiasts set the sport on a course toward professionalism that would eventually produce world-class Canadian events and racers, that course would also ultimately change the purpose of the sport: from personal recreation to mass entertainment. As technological innovations drove up the costs of competing at the top ranks, racers were forced to rely on sponsors, who commercialized and ultimately gained control of the sport. The end result, Charters argues, was the marginalization of the amateur competitor and of the CASC itself. Based on extensive research into the CASC's records and dozens of interviews with former competitors and officials, The Chequered Past opens a window into the rich but virtually unknown history of the auto sport, and claims for it a place in Canadian sports history.

The United States and the Soviet Union have been negotiating nuclear arms control agreements for over twenty years, yet radical differences remain in the two sides' concept of, and approaches to, strategic stability and arms control. This book compares and contrasts those approaches, using START (Strategic Arms Reduction Treaty) as a case study. Throughout two decades of negotiation, U.S. policy has been directed toward dialogue that would encourage convergence of American and Soviet thought on nuclear deterrence. In Kartchner's view, that hope is belied not only by continuing asymmetries in the development and deployment of their strategic nuclear arsenals, but by differing U.S. and Soviet negotiating positions. The Reagan administration viewed START as a means of repudiating SALT II, restoring a measure of balance in the U.S.-Soviet strategic competition, and as a way of closing the so-called window of vulnerability. In contrast, Kartchner analyzes the Soviets' differing views of nuclear balance, emphasizing their satisfaction with SALT II and a strategic equilibrium shaped by a decade of bilateral arms control. Kartchner offers a detailed exposition of the major negotiating issues in START, contrasting concerns of U.S. and Soviet negotiators. Not surprisingly, each side's agenda was dominated by weapon systems that figure prominently in the other's development program. The author concludes by summarizing and comparing American and Soviet quests for stability and drawing up an assessment of U.S. efforts in both SALT and START to use arms control negotiations as a kind of classroom for instructing Soviet officials in American notions of "stabilizing" versus "destabilizing" weapon technology and America's own ethnocentric view of stability. At the outset of the 1980's NATO decided to extend the scien tific program of its Scientific Affairs Division to include the social sciences. Strategic and international studies were in cluded within this domain with the express purpose of facilitating communication among experts and research centers in member coun tries as well as in the Organization itself on these important topics. This study is the result of the first Advanced Research Workshop on a subject of international relations. It focuses on the historical and theoretical aspects of geopolitics because they must necessarily precede studies of policy application. This was the intent of the organizers of the Workshop as well as of the sponsoring institution. The choice of the topic was ours. Conclusions were drawn according to our own judgments--being totally unfettered by any guidance from NATO officials. Consequently, the views and conclu sions presented in this work do not represent any NATO policy; other than the encouragement of research in political freedom, by free scholars, to strengthen freedom everywhere.
